Boulder City Incorporation: documents [1949-67] MS 12 Boulder City Incorporation: documents [1949 - 67] The incorporation of Boulder City was among the most contentious periods in the town's history. The actual process of incorporation—weaning Boulder City from control by the federal government and establishing it as a private and independent municipality—lasted from 1949 when the Reining hearings, known as the Boulder City Survey, commenced, until January 4, 1960 when public ceremonies were held making the town's transfer official. However, the intent to incorporate Boulder City was discussed as early as the Hoover Dam construction period [1931-35], and studies toward that end were conducted as early as 1943.
