Herbert H. Wheaton [1898-1996] was a prominent civil engineer whose early work was associated with studies behind the construction of Hoover Dam. Wheaton was involved with the Hoover Dam Cooperative Investigations program established by the Bureau of Reclamation at the University of California's Civil Engineering Laboratory. In particular, it was Wheaton's studies relative to temperature regulation in large concrete structures which were instrumental in solving the problem of cooling the concrete at Hoover Dam.
