Boulder Creek Golf Course MS 145 Boulder Creek Golf Course Boulder City’s Boulder Creek Golf Course--the city’s second municipal course--was one of the most contentious projects in the town’s history. First proposed in 1999 when the city council authorized a market analysis, construction work did not begin until July 10, 2001, and the course opened in January 2003. In between citizens raised concerns that Boulder Creek would compete with the city’s other municipal golf course and that it was likely to lose money. Nevertheless, the city went ahead with the project and, from the day it opened, Boulder Creek lost money and became a drain on the city’s finances, despite the city’s public assurance the course was making a profit. This contention reached an angry crescendo during the city election of 2003 when Boulder City mayor Bob Ferraro sought to defend his office against a challenge by former city councilman Bill Smith whose campaign emphasized the city‘s profligate spending--including the $22 million, money-losing Boulder Creek Golf Course. Shortly before the election the city mailed a newsletter to Boulder homes promoting the golf course and assuring its solvency--despite state law forbidding governments from supporting particular candidates; the newsletter gave the impression the city of Boulder City was aiding Mayor Ferraro’s campaign. Then, one week before the election and too late for early voters to change their vote, it was revealed that Boulder Creek indeed was operating at a $480,000 deficit. Ferraro kept his seat by a coincidental 18 votes, but faced a recall election in the spring of 2004 over a range of issues, including Boulder Creek Golf Course. Once again Ferraro kept his seat. An equally contentious ancillary issue over Boulder Creek is the city’s twice-failed effort [2004 and 2005] to sell lots around the golf course for residential development.
