Boulder City Elections, 1952 - 1958 MS 95 Boulder City Elections, 1952 - 1958 Boulder City was founded as a reservation where the city was operated by the federal government through the U. S. Bureau of Reclamation. In 1949 the Bureau of Reclamation hired Dr. Henry J. Reining, a professor of public administration from the University of Southern California, to perform an investigation into releasing Boulder City from federal control and incorporating it as an independent municipality. Reining published his report in 1950, and in 1951 the government issued an order officially separating Boulder City from the Boulder Canyon Project, which began a decade-long process toward Boulder City's eventual incorporation. Part of that process involved setting up municipal election procedures and allowing Boulder citizens for the first time to vote for civic representation. The material in MS 95 includes the hand-written tally sheets, precinct books, and nomination and election procedures for Boulder City's municipal elections from 1952 through 1958. * * *
