Context

Europe was awash in army surplus after the Napoleonic Wars and Mexico just won its independence – a perfect formula for foreign military sales. England sold Brown Bess muskets, condemned as obsolete in 1818, flaming bombs, infantry hunting horns, buttons with numbers, and almost everything else were available for pennies on the dollar. Making a die with an eagle and serpent was expensive, so Mexico purchased the European surplus as fast as it could. The 1820s-1830s material was from 1824/25 purchases from Britain.
