Paper fan advertising the New Central Restaurant owned by Nicholas Carson, mayor of Charles Town. The fan, stapled to a thin wooden handle, is rectangular with rounded corners. On the front of the fan is the American flag and the Confederate battle flag with a scene of three soldiers fighting and a cannon. At the bottom is " 'THERE IS NEITHER VICTOR OR VANQUISHED; ONLY SACRED MEMORIES AND HALLOWED GROUND' " Written on the back of the fan is "THE NEW CENTRAL RESTAURANT Colonial Atmosphere WELCOME TO CHARLES TOWN, WEST VIRGINIA Operated by The Mayor" The
