Prepared by Jefferson County Civil Defense Agency; assisted by the West Virginia Department of Civil and Defense Mobilization. Reverse has maps of Jefferson County, Shepherdstown, and Charles Town, showing shelter locations. Facsimile signatures of J. K. Willingham (County Civil Defense Director); Richard E. Neal (President, Board of Education); D. C. Master (Mayor, City of Charles Town); and E. E. Henkle, G. R. Crim, Henry M. Snyder, Jr., H. L. Sechrist, and Chas. W. Whittington (County Commissioners). Brochure accompanied a booklet entitled "in time of Emergency" (see ARC60ee for a copy of the booklet).
