Rural carriers from states neighboring West Virginia gathered in Charles Town to commemorate the 50th anniversary of the establishment of rural service in 1896. The Post Office Department, after study as to the most appropriate design for the 50th Anniversary cachet stamps, decided that the horse-drawn mail cart was the most typical of the early days of the RFD.
