Off white ribbon with gold border around. "SOUVENIR" at top. Below that is "ORGANIZED 1853". Separated from rest of ribbon is "INDEPENDENT STEAM FIRE CO. No. 1 PORTSMOUTH, VA. 1902". At bottom is gold colored and enameled button showing steam wagon. Above wagon is spread winged eagle.
