Folder with papers relating to the Police Department Rules and Regulations, including research by Vern Smith, informing (new) City Manager Ralph Bryant, about the date and author of the Rules and Regulations (City Manager Hughes (Hewes?) and Chief Jacoby between 1918 and 1920); and Bryant’s revised rules and regulations (1934); including off-duty drinking prohibition, and dress code.
