History: A proposed Charter for the governing of the City of Alameda for 1900 which was never ratified by the citizens. The document was given to AFL in February 1906 and included signatures of the members of the Board of Freeholders preparing the document. Included is the signature of Frank Otis who would later become Mayor. Given prior to 1971 and never catalogued.
