History of Object: Documents found in the attic of City Hall prior to renovations in the 1990s, placed in a new folder in 2020. Notes left from accession in 2011 indicate the original file folder (now discarded), once stated ‘Heinrich’ on the crumbling tab, but this had broken off. Documents pertain to E. O. Heinrich, who was Chief of Police in 1917-1918 (upon retirement of John Conrad). Includes newspaper clippings, including overzealous arrests of spies, a publication written by Heinrich, ‘Capitalization of Training as a Basis for Compensation’, and requests to attend a training camp.
