Size: L 14 3/4” X W 9”. History of Object: Documents found in the attic of City Hall prior to renovations in the 1990s. Documents were in a crumbling legal-size folder with a label stating ‘Police Dept’ on the tab; replaced by a new folder, 2020. Documents include: Report and Rules from 1917 (Police Chief, John Conrad); June 1917 instruction to officers to check on ‘Slackers’, young men who should’ve registered; instruction by City Manager to Chief Jacoby to submit a monthly report and first report (July, 1917); weapons taken from the High School (1917); Examination questions for new Chief of Police (1917); salary evaluation by Chief E.O. Heinrich (1917); hirings; misconduct (an escape, and a death in the jail) by J. E. Hadley and subsequent demotion; inquest with clippings; reference to a proposed ordinance to deal with pro-Germans (Chief Jacoby, 1918); difficulty in getting men of required age (between 25 and 35) to join the department (1918); creation of position of Lieutenant; requirement for a policewoman in order to legally assist female prisoners; clippings, letter, and inquest report about a deathly accident in which Chief Jacoby was a passenger (1918); Payroll for July 1919.
