History of Object: Folders, found in the attic of City Hall, pertaining to dilapidated building claims: A: (#231): 1928, 802 Pacific, (See C.)1252 Hawthorne, removed by Mr. Perrin, the owner. B: # 239: 1929, 467 Lincoln Ave. - the owner, Celestina Cosso, removed the building. C. # 236: 1928, 802 Pacific, owner, Alfred Perrin, see A. D. # 247: 1929, 1366 Pearl E. # 254: 1929, complaint by S. J. Dowling, builder, 2801 Clay St., regarding sheds and stables on Bay Island Ave, leased to Frank Gouveia, grading contractor, who had to reduce the number of horses to 4 and remove manure. Suggesting a change of the neighborhood from rural to suburban. F. # 255: 1930, 1914 Webster; owner E.O. Cochrane demolished building. G. # 265: 1929, 2847 Encinal Ave; building inspector found that although missing one step, and lacking paint, the structure was sound. H. # 271: 1930: Alameda Improvement Club and neighbors tried to declare a house at 1562 Lincoln Ave., and 2-room addition behind it, as a derelict and have it demolished as nuisance abatement, claiming presence of rats, and of it being in such a bad shape it could only be rented out to ‘foreigners’ and ‘undesirables’. Also claims were made about ‘colored women’ going in when the place was rented to men. The attorney, A. Q. Lomba, for the owner, Mrs. Mary Gilmette Senna of 833 Santa Clara, reports that the complaint at the hearing included ‘that the tenants were undesirable as they were foreigners and were black’ but the owner attested that while one renter (Joe Andrews) had proven to be destructive (and didn’t pay the rent), it had never been rented to, nor was a rendez-vous for, vagrants, hobos or criminals. The owner painted the place and made repairs, thereafter City Manager Hickok found that it was in reasonable shape, and the action was dropped. I. #292: 1931, Improvement Club complaint; vacant house at 1566 Pacific and Borden property to the east with a barn. Building inspector and fire chief found building structurally sound, city would have to pay for removal of barn. J. #293: 1931, East Alameda Improvement club complaint, building SE High and Adams. After inspection, Building Inspector E. H. Rogers replied that the ordinances did not allow houses to be wrecked for having no paint. K. #312: 1932, complaint about 905 Chestnut St. L. #313: 1932, petition re 533-535 Central Ave; owners 'reside in the East'; property was repaired.
