History of Object: Portrait of Frank Otis around the time he was the Republican candidate for the 47th Assembly District. He later served on the City Council (1917: - 1919), and was Mayor from 1919 to 1929. An attorney, he resided at 1609 Santa Clara Ave., Alameda.
