國香零落佩纕空
The orchids*, withered and desolate, decorate the sky.
芳草青青合故宮*
The fragrant grasses, verdant and green, meet the old palace.
誰道有人和淚寫
Who says, there is someone writing out [his] gentle tears?*
托根無地怨東風
Without a place to lay down roots, [he] envies the easterly wind.
國香 literally means "fragrance of the nation", but it was a name for the orchid (蘭花) in older times.
佩纕 refers to accessories hung off the waistband, and is used in this sense for the plants in relation to the sky.
故宮 today generally refers to the Forbidden City, but had no such meaning in earlier times (literally means "the former/old palace").
誰道有人和淚寫 is very difficult to parse. 道 is a verb here, "say". 和 makes no sense to me as its meaning "with, and", so I'm guessing it's an adjective here, "gentle" (as in 温和 or 和順). 寫 is only attested as a verb, so this line seems to end with a verb, and that's odd to me.
托根無地, literally "no place to lay down roots"
