A horizontal paper rectangle printed in violet-blue on cream stock. The front is one color with a dotted stipple ground and a black bond number. Unlike the 1960 ticket, it has no green security underprint. The back is printed in black.
Front. At upper left, AÑO DE LA EDUCACION. Below it is a picture of modern apartment blocks: a tall slab of eight or more storeys with rows of balconies, lower blocks stepping back behind it, a paved foreground and a hatched sky. A panel beneath reads HABANA DEL ESTE. The picture is signed at lower right: J. BIBILONI. At top center: VALOR NOMINAL 22¢ and PRECIO AL PUBLICO 25¢, then REPUBLICA DE CUBA and INSTITUTO NACIONAL DE AHORRO Y VIVIENDAS. The bond number 13433 sits in a stippled panel, with UNO TRES CUATRO TRES TRES spelled out beneath it. Lower center: VEINTE Y CINCO and SORTEO Nº 137 / NOVIEMBRE 11, 1961. The panels at right read 25ᴬ, then a round emblem of a circle interlaced with a pointed oval, then VEINTE Y CINCO, then a stippled panel. ⚠️ This emblem is different from the device in the same position on the 1960 ticket. I have not identified either one.
Back. Two columns. On the left, TABLA DE REINTEGROS PARA BONOS NO PREMIADOS, which is the full nine-year redemption schedule, and below it the centésima statement. On the right, the size of the draw, the prize list, the house-prize clause, and DIRECTOR GENERAL above a printed signature. A vertical panel reads SORTEO No. 137 / NOVIEMBRE 11 DE 1961. The bond number 13433 is punched through as a perforated cancellation and reads correctly from the front.Context
What 1961 was. The ticket is labeled AÑO DE LA EDUCACION. 1961 was officially proclaimed the "Año de la Educación" in Cuba. It was the year of the National Literacy Campaign, which ended on 22 December 1961 with the declaration at the Plaza de la Revolución that Cuba was free of illiteracy. The campaign taught 707,212 people with about 308,000 volunteer teachers. This ticket was printed six weeks before that declaration. ⚠️ The campaign figures come from a single encyclopedia source.
What the picture shows. In its first year the INAV built the Reparto Camilo Cienfuegos in Havana del Este: 1,360 homes with a shopping center, sports fields and parks. The 1960 ticket showed the INAV's single-storey houses at Wajay. This one shows the multi-storey blocks of Havana del Este. ⚠️ I think the picture shows the Camilo Cienfuegos development specifically, but that is my inference and I have not confirmed it. The panel names only the district. Comparing the picture with period photographs of the development would settle it.
⚠️ Changes in the INAC bonds did not all happen together. The cheaper printing had already arrived by November 1961, while the savings scheme and house prize were still in place. The savings scheme was dropped sometime between November 1961 and January 1968.Acquisition

The rates are identical to the 1960 ticket: Hasta el primer año 10% = $2.20 el entero (up to the first year, 10% = $2.20 on the whole bond), rising through 15%, 23%, 36%, 60%, 110%, 113.3%, 116.6% and 121% to noveno 125.4% = 27.59 (ninth year, 125.4% = $27.59).
CENTESIMA parte del Bono de dicho número para el Sorteo No. 137, que se ha de celebrar en La Habana el día once de Noviembre de mil novecientos sesenta y uno. (One hundredth part of the Bond of this number for Draw No. 137, to be held in Havana on the eleventh of November, nineteen hundred and sixty-one.) The payment terms follow.
Back, right column: Consta este Sorteo de 25,000 Bonos, divididos en centésimos a 22 centavos la fracción para el adquirente oficial.
