2025.11.78Description
A horizontal paper rectangle printed in dark green over a pale green security underprint of the usual repeating pattern. The back is printed in black on the same ground.
Front. At upper left, AÑO DE LA EDUCACION. Below it is a picture of a modern house: a two-level building with a wide gabled roof over a deep shaded terrace, a full-height screened or louvered wall, a raised deck and a flight of steps running down to the street, with trees and a masonry retaining wall behind and vegetation at the foot. A panel beneath reads VIA TUNEL / PROV. DE LA HABANA. The picture is signed at lower right J. BIBILONI.
Top center: VALOR NOMINAL 22¢, PRECIO AL PUBLICO 25¢, then REPUBLICA DE CUBA and INSTITUTO NACIONAL DE AHORRO Y VIVIENDAS. The bond number 15387 sits over a diamond-lattice ground with UNO CINCO TRES OCHO SIETE beneath. Lower center: TRES and SORTEO Nº 99 / FEBRERO 18, 1961. The right-hand panels hold 3ᴬ, then an emblem of a rounded shield with two upswept horns or leaves, then TRES, then a striped panel.
⚠️ A red hand-drawn stroke is scored through TRES in the right-hand panel.
Back. The usual layout: refund table and centésima statement at left; draw size, prize list, house-prize clause and DIRECTOR GENERAL signature at right; SORTEO No. 99 / 18 DE FEBRERO DE 1961 in the vertical panel. The number 15387 is punched through as a perforated cancellation.Context
This ticket dates two changes that were previously known only within a wide span.
1. The draw shrank from 30,000 bonds to 25,000, between 14 January and 18 February 1961. Sorteo 94 sold 30,000 bonds for $660,000. This one sells 25,000 for $550,000, the same figures as Sorteo 137 nine months later. Since the draws were weekly, the change happened within the five draws numbered 95 to 99. The institute's weekly take fell by $110,000, a drop of about 17%.
2. The AÑO DE LA EDUCACION slogan first appears in the same five-draw window. Sorteo 94 of 14 January 1961 does not carry it; this one does, and so does Sorteo 137 in November. ⚠️ The slogan was added at some point in those same five weeks, which fits a year-designation being applied to printed matter a little after the new year rather than on 1 January.
⚠️ Whether the two changes were connected is not established. They fall in the same window, which is suggestive and no more.
3. The draw fell on the INAV's second anniversary. The institute was founded on 18 February 1959, and this draw was held on 18 February 1961, exactly two years later. ⚠️ With weekly Saturday draws, an anniversary landing on a draw day is partly coincidence, since 18 February 1961 was simply the Saturday it was.
The scholarly literature on the INAV's Havana work names Residencial Vía Túnel among its developments, alongside Reparto Eduardo Chibás, Antonio Guiteras, Eléctrico, Capri, the Residencial INAV en el Wajay, Antonio Negrín (an extension of Wajay), Calixto García–Aéreo, Juan Manuel Márquez and the Unidad Vecinal No. 1 Camilo Cienfuegos in Havana del Este (1960), plus blocks in El Cerro, Ayestarán, Nuevo Vedado and Querejeta, and the Reparto Camilo Cienfuegos at Santa Clara (1961).Acquisition
