Read against the 1968 ticket already cataloged (Sorteo 460), this object documents the decay of an institution over eight years, and it does so through four independent changes.
1. Printing quality collapses. This ticket is two-color with a green security underprint, fine engraved-style line work, and a patterned ground. The 1968 ticket is single-color letterpress on plain buff pulp paper with no security features at all.
2. The savings mechanism disappears. The 1960 reverse carries a full TABLA DE REINTEGROS PARA BONOS NO PREMIADOS — unprized bonds redeem at 10% after the first year, rising through 15%, 23%, 36%, 60%, 110%, 113.3%, 116.6%, 121% to 125.4% ($27.59 on the whole bond) in the ninth year. That table is the INAV's entire founding idea in printed form — the formula by which lottery tickets became savings bonds that kept their value and earned interest. The 1968 ticket has no reintegro table whatsoever. By 1968 the instrument had reverted to being a lottery ticket.
3. The housing prize disappears. In 1960 the schedule includes 1 Premio consistente en 10 casas por valor de $5,000 cada una, with the clause that the holder of ten fractions of the second-prize bond is entitled to a house worth $5,000, and holders of fewer than ten receive $500 per fraction. ⚠️ The 1968 draw offers cash only.
4. The stated purpose changes. The 1960 reverse allocates Para reintegros y viviendas … $413,800 — for redemptions and housing. The 1968 ticket says instead PARA LOS PLANES ECONOMICOS DEL GOBIERNO REVOLUCIONARIO. ⚠️ From housing to general state finance.
The subject matter is also documentary. The vignette shows the INAV's own work at Wajay, Province of Havana — and Wajay is named in the historical literature as one of the places where the institute built numerous houses in its first year, alongside the Reparto Camilo Cienfuegos. ⚠️ The ticket advertises the housing the ticket paid for.
