This a Nordic Touring Ski Boot from the 1920s. As with most of these boots, they would also be used for downhill skiing. The heel has an indent to allow for a cable binding to stay on and not just roll off as it would without the indent. A unique feature is the "4-pin" hosting we see under the soles, see last picture.
