Memorandum issued by the United States Deputy Secretary of Defense concerning the Production Sharing Program. The memorandum includes a history of production sharing between Canada and the United States. It concludes with the need to re-emphasize the need to share and the American Industry to subcontract to Canada and encourage Canada to energize her industry which has not displayed the necessary aggressiveness.
