The badges are one for the jamboree, on for being from the host region for the Jamboree, and a pair that go together for the LA area council (jamboree specific) and troop number. The first is on the left sleeve, the second on the left side pocket, and the final pair are on the right sleeve. This was likely a special uniform shirt made for the Jamboree.Use
