The Contracting Houses (also known as Consulates of Sea and Land) were public-private institutions formed by associations and trade associations. These associations had the power to issue their own internal ordinances. The first trade ordinances of Bilbao were approved in 1511, but the most important are undoubtedly those of the year 1737. These ordinances made the Villa de Bilbao one of the most important commercial centers of the time, and had a profound influence in other regions and colonies of the Spanish Empire. The Ordenazas remained in force in Spain until 1829, the year in which they were replaced by the Commercial Code.
