Context

Battleship Texas was flagship of Battleship Division One from September 15, 1931, to June 27, 1937. She continued to participate in Fleet Problems throughout this period. Liberty Passes were awarded to the crew of Battleship Texas when the ship made port. During that time, this pass allowed men to disembark from the ship. It wasn’t total freedom, they had strict time allowances.
