Context

Battleship Texas participated in various fleet maneuvers and exercises in the Atlantic Ocean (1919) and later Pacific Ocean from July 1919 through January 1924. Beginning in February 1923, maneuvers became known as Fleet Problems, which continued to 1939. William Hynes was a veteran of World War I, who later joined the crew of Battleship Texas from December 31, 1922, to July 24, 1925. He joined the crew as a WT1c and left as a MM1c. Dress Blues were the standard uniform for the enlisted sailor in the Navy, and included a jumper, trousers, white hat, and blue cap. Patches denoting sailor rate were on their right arm. Sailors also received handkerchiefs, socks, and many other articles.
