Wide ruffled black headband of a thin chiffon fabric. Base of the headband is two inch wide polished cotton fabric with four rows of tightly gathered 2" fabric. They seem to be constructed from two rows of fabric stitched down the middle. Streamers are of the same fabric and have a ruffle at the bottom.
