A brochure from the BVHS archives states this open house was in 1963 after some additions were made to Bay City Hall, the "New Municipal Building." Sadler is listed as the Service Director for City of Bay Village. Sadler is wearing glasses and a checkered suit jacket. On the photo, reads "Pop," which must have been written by William's son Bill?
