Likely 18th-century whirligig toy. Metal with scratches on one side.

Use

A "whirligig," also known as a buzzer or buzz saw, was a popular noisemaking toy. This simple toy consists of a knotted loop of twine or thread with a button or circular piece of metal strung onto it. Hold the twine with the button in the center, then wind it up by making small, rapid circles. When it is completely wound, pull it outward. It should vibrate and make a buzzing noise.
