The Coinage Act of 1792 established a mint in Philadelphia and it issued the first one-cent coin in March of 1793. Critics complained about the use of around the words, "One Cent," so the coin was redesigned with a wreath -- which is found on this coin. d=This coin is know as the "baby head Vermont copper." Vermont, which became a Republic in 1777, was the first local government in America to authorize and establish a mint for coins in 1785. Reuben Harmon Jr. received a two-year exclusive contract to mint coppers at his "mint" in Rupert. He produced several designs.
