a) Item is a newspaper clipping with an article titled "Students Dare to Say 'No,'" with the subtitle "Role-playing helps kids refuse drugs." The article was published in The Denver Post on brown paper, and it was written by Mary George, a Denver Post Education Writer. The photo accompanying the article, taken by Glen Martin, includes Officer Jay Alsup instructing Jim Dzuris, a student at Kohl Elementary School in Broomfield, how to use a firm tone and manner to more effectively refuse drugs. The article was published on October 4, 1988. b) Item is a Special Report from the Broomfield Department of Public Safety about the 1989 Law Enforcement Assistance Fund (L.E.A.F.) Grant. The grant gave $28,000 dollars to the Broomfield Police Department to allow them to expand efforts against drunk and drugged driving. The program didn't use taxpayer dollars, as it was funded entirely by the under-influence drivers, and the money would be used to buy new Intoxilyzer 5000 breath testing equipment and pay more officers to do overtime DUI enforcement. This grant was announced on December 17 and was signed by Lt. Tom Deland.
