THE AZTEC GARDENS, PAN-AMERICAN UNION BULDING, WASHINGTON, D. C.
Returning to 17th St. we walk N. upon it to the grounds of the Executive Mansion, which this thoroughfare bounds on the W. Across the street from the grounds are the building of the Pan-American Union, the Continental Hall of the D. A. R., the Headquarters of the MAerican Red Cross, and the Corcoran Art gallery. From our direction of approach, the first one of these which we reach is the Pan-American Building, covering with it sgrounds, an area of about five acres. Passing around the building itnot he beautiful Aztec sunken garden which lies behind it, we now look S. E. across it towards the Washington Monument and the Mall, from which we have just come. A corner of the Pan-American Building is at our left. The organization to which this handsome and unusual structure belongs is the outgrowth of the first Pan-American Conference between representatives of the republics of the New Worlds, held in Washington in 1889-90 and presided over by james G. Blaine, then Secretary of State. The International Union of Ameriacn Repbuclis has for tis objects the development of friendship, commerce and international co-operation between the nations concerned. The Union today consists of the 21 American republics and it is controlled by a Governing Boar consisting of the Secretary of State of the United States and the diplomatic representatives at Washington of the other American nations. It is administered by a Director General and an Assistant Director General, aided by a large staff of statisticians, translators, compilers and other experts who have developed it into the great international bureau of information for the Western Hemisphere.
