Colored 9 x 14 photo of a painting by F. S. Brunner of a boy scout in a brown uniform with red scarf saluting. Printed on the bottom in black: "A Messenger From the President". In smaller print: "I desire to intrust the Boy Scouts of America ....." Signed by Woodrow Wilson. Condition is good. Has a fold across middle. Some small tears.
