Document signed by President Woodrow Wilson to John Osborne, Assistant to the Secretary of State. Update 2010: Document appoints John E. Osborne to be the Assistant Secretary of State of Wyoming, April 21, 1913. Update 2014: on archivally safe board, but may need to be replaced soon, off white paper, black type, reads, "Woodrow Wilson, President of the United States of America, To all who shall see these presents, Greeting: Know ye, that reposing special trust and confidence in the Integrity and Ability of John E. Osborne, of Wyoming, I have nominated and by with the advice and consent of the Senate, do appoint him, Assistant Secretary of State and do authorize and empower him to execute and fulfill the duties of that Office according to law, and to have and to hold the said Office, with all the powers, priveleges and emoluments thereunto of right appertaining, unto him the said John E. Osborne, during the pleasure of the President of th United States for the time being. In testimony whereof, I have caused these Letters to be made Patent, and the Seal of the United States to be hereunto affixed. Given under my hand at the City of Washington, the twenty first day of April, in the year of our Lord one thousand nine hundred and thirteen, and of the Independence of the United States of America the one hundred and thirty seventh.
