Image of the group of individuals stationed at the Wyeth during WWII. The image consists of roughly 150 individuals that were involuntarily placed at the camp during WWII. Individuals are lined up in three rows with the first row seated on benches, and the back to rows standing. In the background there are mountains, trees and structures. Individuals are all in similar uniforms in varying shades.

The Civilian Pubic Service Camp 21, was created as a camp to give people the opportunity for alternative military service for conscientious objectors. Conscientious objectors were offered noncombat military postilions but those who refused any military involvement were sent to CPS camps. Most camps were ran with the help of peaceful religions such as the Mennonites and the Church of the Brethren. CPS #21 was a Brethren camp.
A conscientious objector is an "individual who has claimed the right to refuse to perform military service" on the grounds of freedom of thought, conscience, or religion. In some countries, conscientious objectors are assigned to an alternative civilian service as a substitute for conscription or military service.
