Transcription of letter: My Dear Mr. Kahn: In accordance with the President's direction, I have much pleasure in sending you herewith the pen with which he signed H.R. No. 13031. "An Act to prohibit the coming into and to regulate the residence within the United States, its territories, and all territory under its jurisdiction, and the District of Columbia, of Chinese and persons of Chinese descent.
