A colour photograph, with rounded corners, is of the town hall being built. In the centre is the builiding under construction. There is the cement block basement; the first floor, covered in white; and the wooden frame for the roof. Large piles of dirt surround the building.
The back of the photograph paper is white with "THIS PAPER MANUFACTURED BY KODAK" watermarked on the back. "<10> 000 6/84" is printed across the back in black ink.
