A black typed letter is printed on cream coloured paper with gold embossed letterhead of the Prime Minister, and it is stored in a gold frame and held in place by blue matte board. The top of the letter is gold embossed letterhead with a graphic of the Canadian Shield with "CANADA" underneath and then "PRIME MINISTER * PREMIER MINISTRE". The letter is comprised of four indented paragraphs (See Custom for a transcription of the letter). Below the letter, to the right side is a signature, "Brian Mulroney", in black ink. Then to the right are two more typed lines, "OTTAWA" and "1987". At the bottom of the letter, below the signature, is a gold seal (sticker) of the Prime Minister.
The frame is gold-coloured, and the front is glass. Under the glass front is blue matte board, which creates a border around the letter. The back of the frame has "nineteen" etched into the metal in each of the four corners and several other locations. Four stainless steel coloured strips of metal are attached to each corner and are holding in place a piece of cardboard backing. In the centre of the cardboard backing is a piece of masking tape. A wire is attached to the back and threaded through two metal loops attached to each side.
