Description
A page from a periodical showing a print of a piece by Walter Trier. It depicts satirical versions of French President Raymond Poincaré and Prime Minister Georges Clemenceau. "Circus Elysée" is likely a joke about their government. While the specific statement the piece is making is uncertain due to some lack of context, it is likely that it was made after Clemenceau's appointment to the Prime Ministership in November of 1917.
