Context

Doctoroff was a Chicago artist who specialized in portraits. He drew/painted politicians, businessmen, and other important figures. In 1928, he was commissioned by the Republican Party to paint a portrait of Herbert Hoover. In this portrait we see Mr. Britton I. Budd, president of the Chicago Rapid Transit Company.
