Photo of six men opening the two gate valves of the Los Angeles Aqueduct spillway at the Cascades during the aqueduct dedication ceremony on November 5, 1913. The two men in the left foreground appear to be a policeman and a photographer.
Information from "William Mulholland and the Rise of Los Angeles" pg. 245:
"General Chaffee with four of the aqueduct engineers, Roderick McKay, D. L. Reaburn, A. C. Hansen and H. A. Van Norman, stood above manning the wheels that would open the gates. At the grand climax, Mulholland, the central figure in the scene, unfurled the stars and stripes as a signal to release the water."Collection
