Papel picado is often used as decoration during The Day of the Dead. It used to symbolize wind.

Context

Altars have certain criteria to fulfill in terms of the elements being placed on it. There needs to be a representation of the 4 elements (fire, earth, water, air/wind). The elements represent the journey made by the spirits every year to the living world. Papel picado (perforated paper) is the element that represents air. The images seen on papel picado vary.
