Interesting in that the tubes are standard neon glass and do not transmit ultraviolet radiation. They are wired as parallel tubes connected alternatingly (with neon and mercury/argon inside) to two sides of a high voltage neon transformer - the incomplete circuit completes itself in the airgaps between the tubes via capacitive coupling - producing a corona discharge (which generates ozone). A strong 60Hz buzz or hum can be felt on the tubes...rather scary considering a direct spark from the high voltage transformer inside could provide a lethal shock.
