This is referred to as a bullocky's flapper. This is a short handled whip with heavy strands of broad leather. These were only used during the harnessing procedure of putting a team together. They were used to make them go backwards, not as a punishment whip, but just to indicate where they wanted them to move. Not many of these left today. A nice early relic.Collection
