This handpiece is a Burgon "Renown" commonly known as the Ball. It was an alloyed bodied handpiece, quite a big cumbersome heavy one used in the 1950s in New Zealand with a wide fork. Quite a rare handpiece to find in Australia but this is a very complete wonderful example of this one from the Dangar collection.
