This is referred to as the Sherlock coin tester 19 twenties. It was manufactured at 39 Thomas Street, Redfern, New South Wales. The coin tester was made because of the huge amount of counterfeit coins circulating at the time. This apparatus was mainly used, in situations where coins were changing hands in large numbers such as banks or busy shops, set of counter scales which sorted the genuine coins from the counterfeit.
