This is possibly a salt pot with its large cork bung. Made by Edinburgh pottery in Ballarat which was run by John Gilbert at Sovereign Hill tourist village. John gilbert later moved the pottery from Sovereign hill and renamed it to Old Ballarat pottery located in Elsworth stCollection
