This is a box of candle lighting wicks called tapers. This one is made by J.C. Field Limited from Lambirth in London. This is unusual because you don't usually find these tapers as long as these. These are about 500-600 mm long because normally they are only 250-300 mm long. These tapers or wicks were used. They would light them and then walk around the house to light all the lamps in the house in the evening rather than use a box of matches.
