This is a patented horse hobble made by Alex Morrison. Called the improved Hobble. It's a very unusual hobble to find; this is the only one we've seen complete. It's a hobble that used a rope mechanism to hobble the movement of the horse. Rather than traditionally it would be like a spare of hand cuffs, this uses a rope that extends from the neck down to each of the horse's hoof.
