A Howard Geddes shear, this is an incomplete model from 1890. it is historically significant. Note the adjustable tension nut under the body, this is the second model of handpiece attempted by Howard Geddes. It was an improved form of the previouse shear, see Item No. 3369, in which adjustable tension is provided underneath the shear body.
