This is a hand-held ticket collecting box, by Coleman, which would have been used on rail or tramways. It's got a mechanism where tickets can go in but can't be pulled back out again. A window at the top of the box allows customers to see that their ticket has been dropped into the box just to avoid any allegations that the conductor may be keeping change and money, etc. The idea is that when the tickets are all counted at the end of the day, he has the right change to tally with the amount of tickets taken. It's a security device for train travel.
